This message basically is a 100% guarantee that Sony lost another streaming video customer for life. At the point where the PS4 store enables a user to rent a movie, that movie had better be available at the time of purchase. Secondly, at the point where the user starts to view the movie, which starts a counter which revokes the right to watch the movie after 24 hours, that movie had better be available when the 24 hour counter starts. Instead when the user waits for a few minutes only to see "License information for this video is currently unavailable. Please try again later.", this is game over. That user will never trust the service ever again, which insures they will never use it again.

Secondly, given the storage capacity of the PS4, there is no excuse for movie rentals to not be automatically downloaded on to the machine at the time of rental purchase, so that in case the internet goes bad later when the movie is actually watched, the user maintains the expected HD quality video stream. Constant switching between sub-SD and HD when the internet throughput changes is completely unacceptable.

Likewise users should be able to background download encrypted rentals without the key without paying for them, and only later on demand pay to watch. This is basically a requirement for parts of the US who have monopoly internet services which have garbage quality of service.
