(1.) Download and use the latest vulkan.h from here.
(2.) Add VK_AMD_RASTERIZATION_ORDER_EXTENSION_NAME (this string, "VK_AMD_rasterization_order", is defined in vulkan.h) to your VkDeviceCreateInfo.ppEnabledExtensionNames.
